There is this accommodation:
When it's supported by the evidence,
A judge may give a lighter sentence
If he gives an explanation.


(On January 11, 2008 the U.S. Supreme Court ruled in Gall vs. United States that a federal judge may depart from federal sentencing guidelines if he gives an explanation.)
